I did some excessive 'cleanup' (hijackthis, deleting restore points, temp files) and now I can't go past welcome screen. When I click username or Ctrl+Alt+Del, it shows "Loading user setting" then "Saving user setting" and I'm back on the welcome screen. After failing to access Windows XP after logging in multiple times I have decided to repair Windows XP. After the repair setup is complete and the computer restarts, start-up freezes at the "please wait" screen with the Windows XP logo. I can still move the mouse around but after waiting for over an hour the "please wait" remained.
Once in a while, I boot up Windows XP from the first partition of the first disk (using grub, the computer dual-boots ubuntu) and it hangs as the Windows XP splash image fades in, leaving the screen with a dim image of the splash screen.
But, I have managed to locate, and code round, the source of the problem - which is with whatever processing goes on behind the XP Welcome (as opposed to "classic") login screen. Unfortunately, having classic login means you don't get the useful Fast User Switching (FUS) login/switch mode. So, to retain this, my fix is:

Hi, How do I change windows XP from classic log on to the welcome screen I have fast user switching and welcome screen enabled but no luck. I heard its logonui.exe so I have made sure the UIhost key in regedit set to it but still no luck. I have the logontype set to '1' in regedit which is for the welcome screen not the classic box.

I have this same issue and it's driving me insane, on my HP Omen 30L - Utterly ridiculous. Mine is random though, Sometimes upon power up, it boots to where it says "welcome" then eventually loads normally - other times it's like OP where it just shows the background and the only option is to click the power icon in bottom right and select 'reboot' - which windows then loads after rebooting
